Our state has no 2A in the State constitution, so it varies from county to county with the County Sheriff being the issuing authority. Some places, like Mendocino county follow the shall-issue doctrine that most other states follow. Being if you clear the background and become certified proficient, you get the CCW. Other counties make it damned near impossible to get one unless you can show "good cause", and as you can probably guess, they get to make up what defines that.
Packing.org used to be a place with good info on the matter, but they've disappeared. I don't know of any current sites that have as much detailed info that they did.
The state really isn't in the issueing business every city Chief of Police and every County Sheriff can issue for residents of their jurisdiction.
